College of Commissioner Science The quality of Scouting depends on the men and women that wear the Commissioner Wreath of Service. The College of Commissioner Science is a one day training course for all commissioners. The new date for this training is now set for February 11, 2012.

Tour Plan Effective March 1, 2011, what are currently known as local and national tour permits will be superseded by what will be called the tour plan. The online tour permit system will be suspended. This update is the accumulation of work by a cross-functional team of volunteers and staff including the Health and Safety Support Committee, Council Solutions, Outdoor Program Group, and Risk Management Advisory Panels.

Changes to BSA Youth Protection Leader Training Effective June 1, 2010 Youth Protection training is required for all BSA registered volunteers, regardless of their position. New leaders are required to take Youth Protection training within 30 days of registering. Youth Protection training must be taken every two years. If a volunteer's Youth Protection training record is not current at the time of recharter, the volunteer will not be reregistered.
